The global economic picture is changing. The cross-Strait economy has suddenly encountered hardships. The solution requires a clear understanding of the situation. The two sides must work together. They must look to a new era of cooperation. They must throw open their doors. They must increase economic cooperation. They must give themselves more room to breathe.

Cross-strait relations must be redefined. They were once understood as part of a KMT vs. CCP Civil War. They must now be understood as an issue of human civilization. Xi Jinping said that "One's vision determines one's horizons, one's thinking determines one's path." The civil war of 1949 determined our path. But future cross-Strait relations will be the relationship between pearls on the same string.

The kind of horror triggered by SARS (severe acute respiratory syndrome) seems to be coming back to haunt us in the form of a new epidemic — H7N9, a bird flu strain that has already killed three and critically sickened several others in China.

Mainland Chinese vegetables are swamping the Taiwanese market, endangering local farmers' livelihoods. Taiwan needs to take a series of steps if it hopes to reverse the trend.

The 2005 Lien-Hu Summit made a significant historic contribution. Let us hope that the 2013 Lien-Xi and Lien-Hu Summits do more than commemorate past accomplishments.

The government under the leadership of President Ma must enlighten the public. It must lead public opinion. It must insist that Taiwan is part of China, but not a province of the People's Republic of China.

Cross-Strait relations have long ago transcended the framework of the KMT vs. CCP Chinese Civil War. Instead, they have become significant events in the history of human civilization, with a palpable moral dimension.

The truth is, Taipei may have no choice but to be Washington's tool. It may have to be Washington's pawn in its effort to contain Mainland China. But changes are taking place, both short-term and long. The Ma Ying-jeou administration must maintain a sense of direction.

This is a critical moment. Both sides must act. They must begin by setting up new offices. Both sides must consider removing their "white gloves."

In the light of the passport controversy, Taiwan should offer a measured response that contains concrete consequences for the PRC's current move. Declarations by the government so far have been inadequate and nonthreatening.

Taipei and Beijing understand it is in the best interests of both sides—and the rest of the world—if their exchanges remain on track and characterized by a high level of good will.
